AUSTIN, Texas — Southwest Airlines CEO Gary Kelly touched down recently in Austin to explain how Southwest is expanding into new markets even as other carriers are struggling.

In a speech to the Austin Economic Club, Kelly credited internal efficiencies for keeping Southwest an industry leader. He also pointed out that the country's antiquated air traffic control system is long overdue for an update.
